A website called WeLeakInfo.com where hackers or people of a certain caliber could pay access to search up info on a person, was taken down in a joint operation between the FBI, authorities from Northern Ireland, the Netherlands, Germany and the UK. So far, two arrests have been made, one in Ireland, and another in the Netherlands.
There are other websites besides this one that still exist, and for the same purpose. In Febuary of 2017, a similar website was taken down by the FBI called LeakedSource.
